- Have turned 21 on or before 31 December 2026, and
- Not have turned 31 on or before that same date
Crossing either boundary by a single day makes you ineligible. FPSC applies this without discretion.

If you turn 31 in February 2027 — after the cut-off — you are still eligible for the entire CSS 2027 cycle, because on 31 December 2026 you were still 30.

- Not every public-sector job counts. Employees of nationalized banks, the State Bank of Pakistan, WAPDA, regulatory authorities, and other autonomous or semi-autonomous bodies are generally not treated as government employees for this purpose.
- Don’t apply general govt-job relaxation to CSS. Most Pakistan government jobs offer larger relaxations — commonly five years for special quota, Balochistan and FATA candidates, and up to ten years for ex-servicemen and persons with disabilities. The National Assembly approved a proposal to raise the CSS upper age limit to 35 years and increase the number of attempts. However, FPSC has not issued a notification implementing this change.
What this means for you: until FPSC formally notifies the change in its own rules, the existing framework — 21 to 30 years, with a two-year relaxation, and three attempts — remains in force. Plan your CSS 2027 attempt under the current rules.
Do not stake your candidature on a policy change that has not been notified. If FPSC does implement it, that’s a bonus. If you assumed it and it doesn’t arrive, you’ve lost a cycle. The only source that settles the question is the official notification on fpsc.gov.pk — not a social media post, and not a news headline about a parliamentary approval.
Age and Attempts Work Together
The three-attempt limit is a separate condition, and you must satisfy both simultaneously:
- Within the age limit but out of attempts? Not eligible.
- Attempts remaining but over the age limit? Not eligible.
Two clarifications that matter:
- Being issued a roll number counts as an attempt — even if you withdraw, skip papers, or don’t show up.
- The MPT does not count. Attempts at the MCQ-Based Preliminary Test do not consume any of your three written attempts. Failing the MPT, or registering and not appearing, costs you nothing from the three.
